Amit et al. 2002 ; concluded from a study in the Elat region southern Araa Valley ; , that during the late Pleistocene, M6.7-M7 earthquakes displaced the surface by 1-1.5 m, and their average recurrence interval was 2800700 years. In the Holocene, more frequent earthquakes recurrence 1200300 years ; were of smaller magnitudes M5.9-M6.7 ; , and displaced the surface by 0.2-1.3 m. Based on historic evidence for the last 2000 years and an extrapolation of instrumental data of the last 100 years, Begin 2005 ; suggested that the mean recurrence interval of Mw6.2 earthquakes in the Jordan valley is 400 years, and that of Mw7 is 3000 years. For the Dead Sea basin the recurrence interval for earthquakes of magnitude Mw7-7.3 is ~10, 000 years, supported by the geological record for the last 40, 000 years and instrumental data. Based on the assessment of the recurrence intervals, Begin 2005 ; suggested that the best estimate for the 50 year probability of occurrence for a destructive earthquake Mw 7 ; is 1.7%. 91 WHAT ARE THE LESSONS FOR OTHER AFRICAN COUNTRIES? Clearly, some of the factors mentioned in the previous section are out of the control of public policy and investment. Little can be done to alter the geographic and climatic features of a country. Nor is it practical to alter the ethnic composition of a country to allow greater links with similar groups in Europe. On the other hand, most of the other factors carry lessons that are applicable for other countries. Geography and climate. Although government policy has no control over these factors, similar conditions exist in Uganda, Rwanda, Burundi, and parts of Tanzania. Cte d'Ivoire does not have the same range of altitude, but rainfall varies widely between the semiarid north and wetter south. In this respect, it is similar to other coastal West African nations, most notably Ghana and Cameroon. Stability. Political and economic stability matter. Stability provides investors with the confidence that they will be able to reap the benefits of long-term investments. Although both Kenya and Cte d'Ivoire have had leaders whose tenure spanned decades, political stability should not be defined in terms of the duration of a given regime, but rather in terms of the durability of policies and economic institutions over time. Course venue in Israel Since having the first Vipassana course in the early 1990s, the demand for courses has increased steadily, as has the number of courses each year. Earlier, courses were held in temporary locations, but in 2000 the Israel Vipassana Trust rented a 1 4-acre site for year-round use near Hatzeva -- a remote village in the Arava Desert, overlooked by the Mountains of Edom in neighbouring Jordan. The site can accommodate about 65 students and 12 Dhamma workers. In 2004, almost 1500 students participated in 24 ten-day courses, two Satipahna tthana courses and two three-day courses at Hatzeva. Despite the many courses, almost all were full that year with a lengthy waiting list. Accordingly, the trust rented a neighbouring facility for a month in order to offer two courses with double capacity. Every year the trust organizes three one-day courses for children aged 8 to 16, with 50 to 70 participants in each course. Added to these in 2005 was Israel's first course for teenagers aged 13 to 16. The courses are held on weekends in the Tel Aviv area, which is within easy access for much of the population. The term 'Vipassana' has become current in Israel, although it is often taken to mean 'silent workshop'. Articles on Vipassana appear regularly in national newspapers and magazines. There have even been humorous references to Vipassana in commercials. Given the limitations of the present course site, for some time the trust has been looking to purchase a property where it can develop a permanent Vipassana centre. In 2004 negotiations appeared close to success on purchase of a suitable property, and meditators within and outside Israel offered generous support. Ultimately, however, the trust was outbid by another party. Even so, much was learned from the experience. The trust continues to give high priority to establishing a Centre that will help suffering people in this part of the world.
